On December 29, 2022, President Joseph Biden signed into law the Modernization of Cosmetics Regulation Act (MoCRA) of 2022 as part of the Consolidated Appropriations Act, 2023.
1 This legislation marks a notable change in the Food and Drug Administration’s (FDA) regulation of personal care products (PCPs). Dermatologists frequently diagnose and treat adverse reactions to PCPs and incorporate emollients, shampoos, and cleansers, into treatment plans. As such, this legislation stands to impact dermatologists’ practice, for example, by influencing how we counsel patients with contact dermatitis or concerns about the safety of cosmetics.
